Disadvantaged business enterprise (dbe) Program

DBE PROGRAM

What Is the Disadvantaged Business Enterprise (DBE) Program?

The DBE program is a legislatively mandated U.S. Department of Transportation (DOT) program that applies to federally-assisted contracts issued by DOT recipients such as State Transportation Agencies.  The DBE program was established in order to:

*Ensure nondiscrimination in the award and administration of DOT-assisted contracts;
*Help remove barriers to the participation of DBEs in DOT-assisted contracts; and
*Assist the development of firms that can compete successfully in the marketplace outside of the DBE program. 


What businesses are eligible for DBE Certification?

In general, to be eligible for the DBE program, the following requirements must be met:

  • The business must be majority-owned and controlled (51% or more) by an individual;
  • The individual must be socially and economically disadvantaged;
  • The business must be a small business;
  • The business must demonstrate potential for success; and 
  • The principals must show good character

Is there a certification process for the DBE program?

Yes, there is a certification process for the DBE program.  In fact, the certification process for the DBE program is very similar to the SBA's 8(a) application/certification process.  However, unlike the 8(a) program, certification for the DBE program is done at the State level.  Thus, a business must individually/separately apply for and obtain DBE certification in each State that it would like to do business with and use DBE certification for.
