who we are

Holomua Consulting Group, LLC (HCG) is a small, woman-owned company based in Honolulu, Hawaii.  HCG was formed in response to the needs of small to medium sized businesses for hands-on assistance and support in the Federal contracting industry.  As a full-service, solution-oriented consulting firm, we specialize in small business contracting programs and government contracting compliance.  To learn more about the services we provide, please visit our Services page.
 
Our company’s values and operations are influenced by our Native Hawaiian culture.  This is expressed in our company name, “Holomua”, which is the Hawaiian word for progress or improvement.  The term reflects both our heritage as well as the vision we have for our clients in their business endeavors.  We are committed to seeing our clients grow, develop, and succeed.  It is also the principle that guides us in the work we do and the services we provide - we constantly strive to improve and find better ways to serve our clients.
 
As a team of three, we draw upon our respective strengths and expertise in government contracting, small business programs, law, human resources, business operations and development, and others, to add value to our clients’ organizations.  We pride ourselves in our unique background and commitment to our clients, providing a level of professionalism, focus, expertise and responsiveness that our competitors are unable to provide.

shannon edie, jd president & senior consultant

As President and Senior Consultant, Shannon oversees the firm's corporate matters and advises clients on a variety of issues including SBA set aside program qualification and compliance, regulatory updates, government contractor compliance, contract administration, human resources compliance and affirmative action plans, corporate structuring and corporate event planning. Immediately prior to co-founding HCG, Shannon was General Counsel for Pelatron, Inc., a federal government contractor and a former SBA NHO-8(a) Business Development program participant. As General Counsel, Shannon handled all legal matters for Pelatron, including contract preparation and review; human resources compliance; SBA, FAR and regulatory compliance; succession planning; and corporate governance. During her time with Pelatron, Shannon successfully guided Pelatron through an OFCCP audit and instituted a training program for employees on various legal topics relevant to government contractors. Before joining Pelatron, Shannon was an attorney with Goodsill Anderson Quinn & Stifel, one of the largest law firms in Hawaii, where she practiced in their labor and employment group. Shannon is a graduate of Kamehameha Schools, and holds a Bachelor of Arts in Business and Public Administration degree from the University of Puget Sound and a Juris Doctor from Santa Clara University. In addition, Shannon is licensed to practice law in Hawaii and California.

daphne tong-pave vice president & senior consultant

As Vice President and Senior Consultant, Daphne oversees daily operations of the firm and advises clients on a variety of issues including SBA set aside program qualification and compliance, regulatory compliance, legislative updates, business development, succession planning and affiliation. Daphne also serves as our clients' liaison with the SBA and other government agencies. Prior to co-founding HCG, Daphne served as Compliance Manager for Pelatron, Inc., a federal government contractor and a former U.S. Small Business Administration (SBA) 8(a) Business Development program participant, and Pelatron Center for Economic Development (PCED), a Native Hawaiian Organization. Daphne successfully obtained SBA 8(a) certification for PCED's for-profit companies; completed and managed SBA compliance reports and documents including company business plans, change requests, and annual reviews; and, ensured companies complied with other federal regulations. Daphne's understanding of the operations of the federal government, particularly the SBA and its small business programs, stems from her experience as a former senior aide to U.S. Senator Daniel K. Akaka. During her time in Senator Akaka's Washington, D.C. and Honolulu offices, Daphne managed a portfolio of various issues, including defense as well as Native Hawaiians, Alaska Natives, and Native Americans, and assisted with developing and advancing legislation. Daphne is a graduate of Kamehameha Schools, and holds a Bachelor of Arts degree in Psychology and a Master of Public Administration degree from the University of Hawaii at Manoa.
