Shannon co-founded Holomua Consulting Group with Daphne in order to meet a demand for strategic planning and compliance among small businesses government contractors. As President and Senior Consultant, Shannon oversees the firm's corporate matters and advises clients on a variety of issues including SBA set aside program qualification and compliance, regulatory updates, government contractor compliance, contract administration, human resources compliance and affirmative action plans.
Immediately prior to co-founding HCG, Shannon was General Counsel for Pelatron, Inc., a federal government contractor and a former U.S. Small Business Administration (SBA) 8(a) Business Development program participant. As General Counsel, Shannon handled all legal matters for Pelatron, including contract preparation and review; human resources compliance; SBA, FAR and regulatory compliance; succession planning; and corporate governance. During her time with Pelatron, Shannon successfully guided Pelatron through an OFCCP audit and instituted a training program for employees on various legal topics relevant to government contractors.
Before joining Pelatron, Shannon was an attorney with Goodsill Anderson Quinn & Stifel, one of the largest law firms in Hawaii, where she practiced in their labor and employment group. Prior to her work at Goodill Anderson, Shannon was a litigation attorney with Bledsoe Cathcart Diestel Pedersen & Treppa in San Francisco, California.
Shannon is a graduate of Kamehameha Schools, and holds a Bachelor of Arts in Business and Public Administration degree from the University of Puget Sound and a Juris Doctor from Santa Clara University. In addition, Shannon is licensed to practice law in Hawaii and California.

Daphne co-founded HCG with Shannon as a result of their shared vision to serve their local community and assist small businesses thrive in an industry dominated by large businesses. As Vice President and Senior Consultant, Daphne oversees daily operations of the firm and advises clients on a variety of issues including SBA set aside program qualification and compliance, regulatory compliance, legislative updates, business development, succession planning and affiliation. Daphne also serves as our clients' liaison with the SBA and other government agencies.
Prior to co-founding HCG, Daphne served as Compliance Manager for Pelatron, Inc., a federal government contractor and a former U.S. Small Business Administration (SBA) 8(a) Business Development program participant, and Pelatron Center for Economic Development (PCED), a Native Hawaiian Organization. Daphne successfully obtained SBA 8(a) certification for PCED's for-profit companies; completed and managed SBA compliance reports and documents including company business plans, change requests, and annual reviews; and, ensured companies complied with other federal regulations.
Daphne's understanding of the operations of the federal government, particularly the SBA and its small business programs, stems from her experience as a former senior aide to U.S. Senator Daniel K. Akaka. During her time in Senator Akaka's Washington, D.C. and Honolulu offices, Daphne managed a portfolio of various issues, including defense as well as Native Hawaiians, Alaska Natives, and Native Americans, and assisted with developing and advancing legislation.
